USING BLENDER BUT I'M STUPID ABOUT IT
Creating Hair with Curves
Click to expand the images and steps
1) Create a Circle Curve and a Path Curve with [Shift+A > Curve]. Align them side by side.
2) Select the Path Curve and go to [Data>Geometry>Bevel]. Set the Circle Curve as the target object.
3) Move the vertices of the Circle Curve to change the shape of the Path Curve.
4) Use ALT+S to scale the vertices on the Path Curve to bring the ends to points. Use CTRL+T to tilt the angle of each section. Use a mixture of move, rotate, scale and tilt to groom the chunk of hair into a desired shape.
5) You can use subdivide to add more vertices to the Circle Curve or Path Curve for more control over the shape.
6) You can duplicate a couple vertices on the Circle Curve to add extra hair strands, this is an easy way to get more variety/detail in the hairstyle.
7) For coiled hair, create a Spiral Curve in step 1 instead of a path curve [Shift+A>Curve Spirals> Archmedian or Spheric].
Create a few different chunks of hair, then duplicate them (Shift+D) and style them over the head to create the full hairstyle :D

3) Change "Material Offset" value to 1 (or whichever material slot the outline was assigned to).
4) Change "Offset" value to 1.
5) Change the "Thickness" value to the desired width.
